Compliance with Pre-Submission Regulations for Cargo Data (Manifest) Arriving at Saudi Arabian Seaports

Dear Valued ONE Customers,

As part of the new regulatory requirements announced by the Saudi Ports Authority
(MAWANI) in coordination with the Zakat, Tax and Customs Authority (ZATCA), please
be informed of the following important update regarding Manifest Pre-Submission
Regulations:

  • Submission of loaded cargo data and manifest information to Saudi Customs via
    the FASAH platform is required prior to vessel arrival at Saudi seaports.

The submission deadlines are as follows:

  • For distant ports: Not less than 72 hours before actual vessel arrival.
     
  • For nearby ports: Not less than 24 hours before actual vessel arrival.
     
  • For voyages shorter than 24 hours: The manifest may be submitted any time before actual vessel arrival.
     
  • These regulations will be effective from October 29, 2025.
     
  • Non-compliance will be subject to monitoring, and regulatory measures
    including fines will be imposed for any late submission done after the cut-off.

We kindly request all offices to ensure timely and accurate submission of manifests 
(BDR completion) in accordance with these requirements to avoid any shipment delays 
or penalties.
