Regulatory Changes - Philippines Import Manifest Customs

The Philippines Bureau of Customs recently issued a Customs Memorandum Order 48-2019 and we highlight the changes as follows with effective date retrospect as of 16th October 2019.
1. Cargo shall be electronically sent by sea freight carrier at least 24 hours before
arrival of the carrier (vessel at the port of entry in Philippines).
2. Description of goods to include 6-digit HS Code and should be shown at least in
the first 5 lines of the description of goods.
3. The effective date is retrospect to 16th October 2019.
A copy of the CMO is attached for your easy reference. We appreciate the co-operation of our valued customers to provide us timely with the shipping instructions in accordance with the requirements set out in the CMO in order we can meet the regulatory timeline for submission.
